Mr. Olson stated he thought we were trying to be as competitive as possible which means it <br />might not necessarily be private. He thought the goal all along was to keep it at the best price. <br />Mayor Ramsey stated he did not know if we will ever get a true cost for City employees to do <br />that. <br />City Administrator Ulrich stated we are a ways from implementing a special services district. <br />The intent was that it would fund over and above what the regular maintenance would be. At <br />this point, we are considering it a City Park and going with private. He suggested going out for <br />an RFP for one year and a three -year option. <br />Mayor Ramsey stated he would like to qualify the numbers it would cost to have City staff do <br />this. <br />Councilmember McGlone talked some more about true costs and how difficult it is to come up <br />with that. He stated he is an advocate for privatizing this and he did not really care if it costs <br />more money. <br />Councilmember Tossey stated it may be done cheaper than the City can do it. <br />Mayor Ramsey stated he would agree. You cannot project what it would cost the City — <br />especially if a mower breaks, etc. <br />Director of Public Works Olson stated he would suggest when we come back we will have a <br />very detailed work session topic about costs we anticipate for seasonal to do it and if there is <br />anything we are missing, Council can let us know at that time. <br />Mayor Ramsey reiterated he felt it was too difficult to come up with true costs. <br />Councilmember Elvig stated that we have done this before. There is 20 years of history on how <br />many lawnmowers break down, etc. When we do it this time, then let's quit doing this. Our <br />information is good — we have been pushing to get this project and we have done a good job. <br />Mr. Riverblood added that he did not know anyone on . staff who would be opposed to <br />contracting, but we also need to inspect. If they cut corners and we have to inspect, etc., there <br />are other costs to that. <br />Councilmember Tossey felt that the cost of City employees should be available and asked staff <br />to get the RFP to Council so we will know where we are at. <br />Councilmember McGlone stated that when you farm it out you do not have the capital <br />investment costs. If it costs a little more, it's worth it in the long run. <br />Consensus of the Council was to go ahead and issue an RFP and follow up with the true costs <br />prior to opening the bids. <br />City Council Work Session June 7, 2011 <br />Page 12 of 14 <br />
