CASE # <br /> <br />INTRODUCE PROPOSED ORDINANCE TO AMEND SIGN REGULATIONS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />When the ordin~a:n, ce was previously presented to City Council for introduction, the following <br />changes were mate to it: <br /> <br />Bidlboards prohibited. As the Planning Commission drafted the ordina,n, ce, <br />billboards would be allowed along Hwy. #10 as a principal use of property onl5. <br />D~alerships for new cars would not be permitted more free standing signs than <br />oth~er businesses. Generally, all businesses are restricted to one free standing sign. <br />AS' the Planning Commission drafted the ordinance, new car dealerships would be <br />allbwed to have one free standing sign for each make of automobile sold on the <br />property. To avoid discriminatory charges, the City Attorney has recommended <br />that new car dealerships not be given any special sign privileges. If franchise <br />agreements for auto sales call for separate signs for each make sold, it can be <br />addressed with a conditional use permit. <br /> <br />o <br /> <br />Reimbursement of costs incurred. Language was added to give the City the <br />authority to assess any costs incurred in removing various types of temporary signs <br />that~the sign owner failed to remove within the specified time frame. <br /> <br /> 4. standards for sign workmanship increased. Language was added to require that all <br /> signs in excess of 16 square feet must be constructed and installed by a professional <br /> sign ~company or contractor. <br /> <br />Based on the changes made, it was Staff's recommendation that the ordinance be sent back to the <br />Planning Commissi6n for an additional public hearing. <br /> <br />Observations: <br /> <br />The Planning Comm/;ssion conducted a public hearing on December 7, i993. At the hearing, the <br />Commission received written and verbal comments from Bill Dubats (owner of Anoka Self Storage <br />and the former Sr0all World Day Care Structure) and Richard Mlodzik of Skoglund <br />Communications, Inc. Most of the comments received from these two gentlemen, with the <br />exception of some provisions for off-site advertising signs, were incorporated into the new <br />ordinance. The following is a summary of changes made to the ordinance based on comments <br />received at the public hearing: <br /> <br />1. Typog~phical and paragraph structure errors were corrected. <br /> <br />Section 9.12.12, Subd. 1, Construction Specifications, was amended to focus <br />more oh achiev:mg professional appearing signs rather than requiting construction <br />and ins~llation by a professional sign companyor contractor. <br /> <br />Section9.12.13, Subd. 1, Non-Conforming Signs, was amended to clarify that <br />signs ex~sfing at the time of adoption of the new ordinance that meet the regulations <br />of the new ordinance would not be considered non-conforming. <br /> <br /> <br />
