Signs which are attached or otherwise affixexi!to trees or other vegetation or utility poles arc prohibited. Su:bd. 9. Signs painted on walls. Signs painted on an exterior wall, facia, parapet or a chirmlcy of a building or on a fence arc prohibited. Subd, 10. Signs which imitate traffic control devices. Signs which imitate, interfere With, obstruct thc view of, or can bc confused with any authorized traffic control sign, signal, or oth~c: r device arc prohibited. of the City. Subd. I1. Billboards. No billboards shall be permitted in any zoning district 9.12.05 Temporary Signs The following are t~e only type of temporary signs permitted in any district unless other types are specifically allowed in the individual zoning districts. Sub~l. 1. Balloons, gas filled figures, streamers, whirling devices and revolving se~irchlights or any such sign resembling the same, are prohibited from use within the city exdept for public events, or when used as an integral part of the design of a building, or when~! used in conjunction with public events or grand openings (the initial commencement of business). In the case of grand openings or public events, these devices shall be allowed for the x0eek only of said public event or grand opening. Subd. 2. Political signs posted by a candidate for political office, or by a person or group promoting a political issue or a political candidate may be placed in an3' district. Political signs are litnited to thirty-two (32) square feet in area and such signs shall be removed within seven (7) day~; following the election. Subd; 3. Garage Sale and Craft Sale signs. Advertising and directional garage and craft sal(signs are limited to six (6) square feet and shall be of the free-standing type only. Garage and ct'aft sale signs shall be placed on private property only and shall have the property owner's pe .r~ssion. All such sale signs shall be removed within twenty-four (24) hours after the completion &.'f the sale. A £~xed fee, as established by City Council, per sign not removed within 24 hours follo~ing the completion of the sale will be charged and said charges will be used to defray the cost of removal by the City. Garage and craft sale signs shall identify the dates of the sale, name, address a~d telephone number of the sign owner. Subd.i 4. Construction signs identifying the parties involved in the construction to occur:rot occurring on the parcel may be installed upon a construction site in any district, provided such sign does not exceed eighty (80) square feet in commercial, industrial and multi-family districts and six (6) square feet in single family residential districts. There shall not be more than one (I) tem~x>rary construction sign for each project or development, except that where a project or developmet~t abuts two (2) or more streets, additional such signs, one (1) oriented to each abutting street, sl~all be perm/ned. Temporary construction signs shall be located only upon the legally described p~cel on the building permit. Temporary construction signs are exempt from the permit and fee req'~luirements but shall be allowed only as accessory to an approved building permit for a project or ~evelopment. Temporary construction signs may be erected and maintained for a period not to exc~,xt sixty (60) days prior to the commencement of construction and shall be removed within fourteen (14) ~lays of the issuance of the certificate of occupancy.
