CASE

NORTH METRO MAYOR'S ASSOCIATION MEMBERSHIP
~ By: Ryan Schroeder, City Administrator

Background:

In October i~993, the City of Ramsey put the North Metro Mayorts Association on notice
that it may v~,ithdraw from Association membership. Since that time, the 1994 budget has
been passed {~vith $8,701 allocated to continue this membership.
Attached for ~our review are the following exhibits:

1) Work~heet detailing membership fees absent Ramsey and Champlin (which also
may ni0t rejoin NMMA).
2)
1994 I~IMMA budget proposal.
3) 1994 Legislative and transportation priorities.

Regarding the dues exhibit, Ramsey has, since the beginning, been on the formula
contribution h~lf of the dues schedule. The fixed contributors receive a break in the
formula becau~ they - 1) did not belong to the development arm of the NMMA at the time
that it was fold~l into organization proper, or 2) the City recently became a member (such
as Andover). _7~_e long term goal is to see all cities on the formula membership. The result
is that cities su~ as Ramsey currently pay something more than cities such as Andover and
Anoka for the same service leveI.

Staff believes tti3~ t association with the NMMA has potential for long term benefits to the
community. Thgre is definite room for improvement in the organization. However, it is
much easier to effect change from inside the NMMA than outside.

Council Actior~:

Motion to authorize membership in North Metro Mayor's Association for 1994.

Motion to authorize full payment of dues as a formula contributor.

Reviewed by:

City Administrator
Finance Officer

CC: 01/18/94

/~mt

#/0
