Proposal to the City of Ramsey <br />The Parish Council has been given permission by the Archdiocese of St. Paul to act on <br />the proposal that was presented earlier this year by the City of Ramsey. While we agree <br />with many of the terms of the proposal, the following is a list of items that we propose to <br />be included in the agreement. <br />1. All costs that are related to the proposal would be paid for by the City of Ramsey <br />(City). The Catholic Church of St. Katharine Drexel (Church) would not be <br />responsible for any monetary contribution associated with completing this <br />transaction. <br />2. The contribution of the 2.0 acres of land (Value based on appraisal: $ 200,000.00) <br />will cover all park dedication and trail development fees for the entire 37.5 acre <br />property at the commercial rate (land contribution equal to 5% of gross area for <br />park dedication and $1090.00 per acre for trail development fees). The Church <br />and /or archdiocese will not be required to pay any additional park dedication or <br />trail development fees regardless of the type of development as long as the <br />Church and /or archdiocese is the owner of the property (i.e. Residential, PUD, <br />etc). If any of the land is to be sold, the purchaser would not be required to pay <br />park dedication fees unless the purchaser chooses to develop the property with a <br />development classification other than commercial. The purchaser would be <br />required to pay any difference based on type of development. <br />3. Access points to the west boundary will be established as part of this agreement <br />and will be included in the construction on the roadway at no cost to the Church. <br />4. The Church will provide a natural path that parallels 161st Ave. from Variolite St. <br />to Central Park for public use. If a paved path is desired, the Church will allow <br />the City to install a path along the same route as the natural path. If a paved path <br />is constructed, the cost will be picked up by the City and the cost of the path will <br />not be assessed to the Church. <br />5. Completion of the road to the North is required within five (5) years. All costs <br />associated with completion of the road will be covered by the City and no costs <br />will be assessed to the Church. Additional access points to the West boundary <br />will be established at the point of construction and will be included at no cost to <br />the Church. <br />6. If the initial construction of either roadway does not include curb and gutter, any <br />costs associated with the installation of curb and gutter in the future will be picked <br />up by the City and no costs will be assessed to the Church. <br />
