1994 <br /> <br />COMMUNITY <br /> By: <br /> <br /> CASE # / <br />DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br />Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, CDBO funds are limited to being used for pr.ojects that benefit the handicapped, senior <br />citizens and low income persons, and planning projects. The City of Ramsey's estimated <br />allocation for 1994 CDBG is in the amount of $30,407.00. The public hearing was scheduled this <br />evening for the purpose of receiving comments and requests for use of the 1994 CDBG allocation. <br /> <br />CDBG funds ate processed in 3 year cycles; 1994 is the 2nd year of a 3 year cycle and we <br />therefore may r011 the funds over into 1995 if we have larger project in mind for that year. ! should <br />also take this o~portunity to remind you that each year we do a project, $1,000.00 is deducted <br />from our allocation for County administrative costs. <br /> <br />The project selection process proposed this year is as folloWs: 1) a review of the 1994 allocation <br />and possible prpjects by the Finance Committee on January 18; 2) conducting the public hearing <br />and providingCity Staff with instructions as to preferred projects requiring further research on <br />January 25; 3) Council action on February 9 to allocate 1994 CDBG funds. For your information <br />purposes, a table of previous CDBG projects is enclosed. <br /> <br />Observations: <br /> <br />In 1993, the City Council allocated $9,000+ of unspent previous CDBG funds for the purpose of <br />paving paths at Central Park to make the various activit'y areas more readily accessible to <br />handicapped and senior citizens. Approximately $19,000 is needed to complete the hardsurfacing <br />of the path system at Central Park. If part of the work was done in-house (subcutting & <br />restoration), approximately $10,000 would complete the paving job. If subeutting and restoration <br />is done in-house, it is likely that some other tasks scheduled for the 1994 season will have to be <br />sacrificed. <br /> <br />Some additiongl planning needs in addition to the updates of the land use and transportation plans <br />and shoreland regulations are updates of the City's Storm Water Management Plan and topographic <br />mapping. The~ City En~neer estimates that the costs for these two tasks would be $20,000 and <br />$30,000 respectively. The update of the storm water management plan is a requirement of Metro <br />Council. The ~opographic mapping wilt provide a tool to do the storm water management plan <br />update and gederal information that developers will f'md useful in developing mw land. <br /> <br />In summary, the following is a list of potential or requested CDBG projects for 1994: <br /> <br />a) Central Park Paths - Option A (Ali work bid.out) $19,000.00 <br />b) Central Park Paths- Option B (Some work/n-house) 10,000.00 <br />c) 'Topographic Mapping 30,000.00 <br />d) - Storm Water Management Plan Update 20,000.00 <br />e) Community Emergency Action Program 2,000.00 <br />f) ARC of Anoka County 1,000.00 <br />g) Alexandm House 3,000.00 <br />h) ~ Rise, Inc. 2,000.00 <br />i) Meals on Wheels 2,000.00 <br />j) ACCAP Senior Outreach 3,000.00 <br /> <br /> <br />
