When a permit is denied, written notice shall be provided to the applicant along With a brief statement of the reasons for denial. The Zoning Administrator or Building Official may suspend or revoke an issued permit for any false statement or misrepresentation bf fact in the application. 9.12.19 Refunds Su~d. 1. If an issued permit is withdrawn by the applicant within ninety (90) days of issuance, ~nd if no inspections have been made and no work authorized by the permit has been performed, f~.ty percent (50%) of the permit fee may be refunded to the applicant. Subd. 2. A permit issued by the Zoning Administrator becomes null and void if work is suspende~d or abandoned or not completed within one hundred eighty (180) days of issuance, but may be reinstated with an additional payment of one-half of the original fee. Subd. 3. Any sign installed or placed on any parcel prior to receipt of a permit, the specified perrhit fee shall be doubled. However, the payment of the doubled fee shall not relieve any personiof any other requirement or penalties prescribed in this Section. 9.12.20 AdMinistration Sul~d. 1. The Zoning Administrator shall process applications for permits. The Building Official ts empowered, upon presentation of proper credentials, to enter or inspect any building, structure, or parcel in the City for the purpose of inspection of a sign and its structural and electrical connections to ensure compliance with all applicable codes and ordinances. 9.12.21 ViOlations Sub~d. 1. When, in the opinion of the Zonihg Administrator, a violation of the code exists, the ZOjfing Administrator shall issue a written order to either the owner of the sign or the owner of the pgoperty on which the sign is placed. The order shall specify those sections of the code involved, de~ribe the violation and shall direct that the violation be corrected within thirty (30) days from theidate of the order, unless otherwise specified by the Zoning Administrator. Sul~d. 2. If the Zoning Administrator or Building Official finds that a sign is abandoned or is structurally, or electrically defective, or in any way endangers the public, the Zoning Administr4tor or Building Official shall issue a written order to the owner of the sign and occupant of the pr~_raises stating the nature of the violation and requiring repair or removal of the sign within sixty (~60) days of the date of the order. 9.12.22 Removal of Signs by the Zoning Administrator Subd. 1. The Zoning Adminisu'ator may cause the removal of any illegal sign, any sign remaininl~ after a business permanently closes, or any sign not properly maintained in cases of emergenc~, or after failure to timely comply with written orders for removal or repair. After removal or d~molition of the sign, a notice shall be mailed to the sign owner and owner of the property where tho~ sign was located stating the nature of the work and the date on which it was performed and demanding payment of the costs as certified by the Zoning Administrator together with an additional :~0% for inspection and incidental costs.
