Boulevard
Ramsey, MN 55303

NW

Dear Ms. Frolik:

Thank you for your letter of January 5, 1994, advising us of the deadline
requests and the date of the public hearing. Your past support through
Development Block Grant program is appreciated.

for 1994 CDBG
the Community

On behalf of Rib;e, Incorporated, its Board of Directors, and the many people Rise serves,
we are submittir~g this proposal to request partial funding of a 15 passenger van for Rise
program participants. We invite the City of Ramsey to join with several other Cities in
Anoka County Whose residents use R/se transportation services and contribute toward the
purchase of this lvehicte. The cost of the van is $19,090. We are requesting $2,000 from the
City of Ramsey.

In the past year Rise has experienced an increase in the number of people requesting our
services and baa developed several new programs to accommodate them. In 1992 Rise
served ;_187 per~ons, 51 percent or 667 were from Anoka County. Rise anticipates the
number served ;in 1993 to increase by 8 percent across all agency programs to 1285
individuals, therefore, effecting Rise transportation services.

While the populgtion Rise serves is increasing as is the severity of the disabilities of the
pro,,ram particip, ants, public funding of programs and funding for capital expenses is
decreasing. Therefore, Rise is sec'king funding from the CDBG program to help purchase
a van to replace 'tone of the three aging vans with over 180,000 miles on it. If it weren't for
Rise transportati(~n services, many people at Rise would not have access to our programs
and community-based jobs.

Each da3, Rise v~ans tran~ort over 200 people. Six of the individuals transported are from
Ramsey. The pu~hase of a 15 passenger van will help us provide transportation to pro,am
participants who depend upon Rise transportation ~to take them to job sites in the
community.

The Rise Board of Directors is committed to meeting the employment needs of our
community by providing job placement for adults with disabilities who are unemployed or
underemployed. '~'he board is dedicated to seeing that Rise provide vocational rehabilitation
programs to all qualified people requesting services.

committed to integration, employment, and independence for all people
through service excellence.

d5
