Rise, Incorporated <br />City of Rarnsey Community Development Block Grant Funding Request <br /> <br />Goals and Pro~:rams <br /> <br />Rise is a private, nonprofit 501¢)(3) corporation established in 1971 to support people with <br />disabilities in attaining their personal measure of vocational achievement, self-sufficiency, <br />and belonging in their communities. Rise is dedicated to building a community which is <br />more accepting of its citizens. Rise supports the development of creative partnerships with <br />businesses, governmental agencies, and the general public, to meet this objective. <br /> <br />Rise provides job training, employment, transitional housing, and supported livin~ skills <br />services to persons with mental, physical, developmental, emotional, learning, and mental <br />health disabilities who are unemployed, underemployed, and dependent upon public sector <br />support. In 1992, 51 percent of Rise clients were Anoka County residents, 37 percent <br />Hennepin County residents, and 7 percent l~arn~ey County residents. <br /> <br />Requests for R/se services continues to increase as does the severity of the disabilities of <br />the persons Rise provides services to. Within the last year Rise' developed five new <br />progmm.q for individuals with severe physical disabilities, mental illness, developmental <br />disabilities, hearing impairments, and severe behavioral disabilities. Because of this ~owth <br />Rise projects the average daily census to increase 15 percent or 180 individuals in i993. <br /> <br />Project Descrip.tion <br /> <br />P~e continues to meet the needs of the community through its progr~m~ and services. It <br />provides job training and help in securing comm~mlty-based or competir, ive employment. <br />Rise clients depend on transportation to meet their individual needs and the requirements <br />of their jobs. Transportation is inte~al to the success of Rise pro~marns. If people can't get <br />to work safely and efficiently on a daily basis, then what Rise strives to do for irs <br />participants, is meaningless. <br /> <br />Many people with disabilities do not drive or own a vehicle and depend on public <br />tran~ormrion. Unfortunately, public transportation is often not accessible to many or in <br />some cases is not considered an appropriate option for some vulnerable adults with <br />disabilities. It is because of this that Rise entered the tr~n.qpormtion business in 1983. Rise <br />encourages self-dependence in the u'ansportation area when appropriate. Today Rise <br />provides transportation to over 200 persons daily who have no other option. Six of these <br />persons are Rarnsey residents. During the last few years Rise has served 16 persons in its <br />pro~r~m.q. <br /> <br />Three of the sixteen vans that Rise uses each day have over 180,000 miles on them and <br />need to be replaced. Rise is seeking financial support through the CDBG pro~rn from <br />communities in A_nob County whose residents participate in Rise programs. Your support <br />is also necessitated by the fact that program funding and funding of capital equipment from <br />the state and counties continues to decrease. <br /> <br /> <br />
