CASE # 1
19941 WAGES AND BENEFITS FOR LELS BARGAINING UNIT
BY: Kay McAIoney, Personnel Coordinator

Background: :
As discussed at the glosed Special City Council meeting on January 25, 1995, City Administrator Ryan
Schroeder and I met v/ith LELS representatives to receive their counter proposal for the 1994 LELS contract for
wages and benefits.

I have attached their fa'st and second proposals for 1994 - 1995 and the respective costing sheets. A comparison
of the proposals follows:

LE
Proposal.l~,l.20.94)::~ 1994 1995
First
% Increase in payroll 5.76% 5.85%
% Increase in per ~s?mel 7.37% 7.34%
Second Proposal: (2-1-94)
% Increase in payroll 4.49% 5.57%
% Increase in pers~mnel 5.38% 6.54%

CITer 1994 1995
Proposal: (2-1-94)
% Increase in payroll 4.13% 4.22%
% Increase in persCnnel 3.90% 4.16%

As you can see from ~e above comparison, there has been movement on the LELS side. They still hold finn that
they are falling behin~the metro average in the City contribution for health and life insurance. We are below the
average when you jus~ compare the contribution the City makes for the family coverage, but we are comparable
when you consider th~ manner in which Ramsey's monthly contribution is made. While they would like to see
the monthly contribufipn increase, they understand Council's position to have all employees treated the same as it
relates to the insuranc~ contribution.

For 1993 Ramsey's monthly top patrol rate was slightly above the average ($3,302 compared to the average of
$3,293.44). The currently top patrol rate average for 1994 is $3,399. This level will change as more settlements
come in.

LELS has dropped tho request for an additional holiday. They have amended their request on premium pay for
holidays to one additi~aI day in each of 1994 and 1995, rather than both in 1994.

They continue the request for the increase in the Investigator's clothing allowance.

LELS continues the r.exluest for the minimum on Court time to increase from 2 to 3 hours. Police Chief Mike
Auspos is opposed to hhis request as are City Administrator Ryan Schroeder and I. All other hourly employees
have "call back" pay With a two-hour minimum which is comparable to the Court time issue. Again, it should be
our position that all enl~ployees are treated in a "similar" fashion.

Recommendation:
Based on discussion.

Council Action:
Based on discussion.

Review Checklist:
City Administrator
Personnel Coordinator

SCC: 2/8/94
