RICHARD BLOOM <br />14600 Woodruff Road <br />Wayzata, Minnesota 55391 <br />(612) 475-9005 <br /> <br />January 28, 11994 <br /> <br />Mr. Ryan Schroeder <br />Administratorl <br />City of Ramsey <br />15153 Northern Boulevard Northwest <br />Ramsey, Minr~esota 55303 <br /> <br />RE: RivenWick Final Plat, Phase 2 <br /> <br />Dear Ryan: <br /> <br />We have revised the final plat for Rivenwick Phase Two per the December 27, 1993 <br />city staff lette~ to provide the utility easement, eliminate the variances noted for Lots 4, <br />5 and 6, BioC:k 2 and shortened the cul-de-sac on 137th Avenue to compty with <br />ordinance requirements. <br /> <br />The Ramsey ~lanning Commission, at their meeting of January 4, 1994, moved to <br />recommend ~eni~,l of our plat, given our proposal to provide a cut-de-sac on 137th <br />Avenue vers~s a through street. We were surprised and dismayed with this <br />recommendation given the staff report supportin..c our request and the cooperation <br />extended us ir~ the development of Rivenwick - Phase One. <br /> <br />Our proposed cul-de-sac, we believe, is vital to the successful completion of <br />Rivenwick. We hope to continue the larger, higher value home construction that are <br />currently being built on both cut-de-sacs south of 137th Avenue In Phase One. All <br />homes built south of 137th contain at least 2,200 square feet and range in value from <br />$180,000-$25~4, ,000 with the average value being $218,000. We believe that the <br />higher value ~ome construction can continue south of 137th Avenue into Phase Two <br />only if 137th A~venue terminates as a cul-de-sac, thereby ensuring privacy. <br /> <br />The attached ,exhibits depict the estimated values of homes that would be built with the <br />cut. de-sac as proposed and with the street going through. There are 29 lots in Phase <br />Two on both s~des of 137th Avenue that will, upon buitdout be valued at $4,855,000. If <br />the street go~s through, one lot is lost and the value declines to $3,810,000 for'a <br />difference of ,$1,045,000. It is estimated that the lots just along 137th Avenue will <br /> <br />,55 <br /> <br /> <br />
