5. Description of'Request <br /> <br />General <br /> <br />Kaltec of Minnesota requests that the City o£Ramsey issue a Conditional Use <br />Permit for the construction and operation of a temporar3, Molten Carbonate Fuel <br />Cell test demonstration facility to be located east of the Anoka Regional Landfill <br />on property owned by Waste Management of'Minnesota, thc. Kaltec will be the <br />owner of the temporary facility to be constructed while Waste Management of <br />Minnesota, Inc. will remain the property owner. <br /> <br />The demonstration facility consists of pre-engineered enclosed structure (pole- <br />barn) for housing a fuel cell, gas processing equipment and ancillary support <br />equipment. The equipment is planned to utilize the landfill gas currently generated <br />by the landfill to demonstrate the potential use in generating electricity. The <br />equipment to be housed inside the building is currently located at a coal- <br />gasification facility located in Louisiana and will be moved to the proposed site at <br />the Termination of the current project. The current site selected has been leveled <br />with no additional construction other than the installation of the temporary <br />building and processing equipment. At the conclusion of the demonstration, the <br />building will be removed and the equipment will be transported to the next project <br />site. It is Kaltec's intention upon completion of the demonstration, the portion of <br />the facility will be returned to a reasonable condition equivalent to that prior to the <br />implementation of the landfill gas demonstration. <br /> <br />Equipment <br /> <br />The equipment to be house in the constructed facility was developed by the <br />Electric Power Research institute (EPRI) and the National Rural Electric <br />Cooperative Association (NRECA) to demonstrate alternate fuel supplies using <br />fuel cell technolo~,. The equipment has successfully demonstrated operational <br />capabilities using syngas without an>, sa-feB, malfunctions. The design of the <br />process equipment incorporates redundant safety features including automatic <br />shut-down procedures. This was a requirement of the current operating coal <br />gasification facility. <br /> <br />The specific equipment includes the following: <br /> <br />I. Two (2) process modules <br />,~. Fuel cell stack <br />3. Start-up heater <br />4. Start-up skid <br />"Load Bank <br />6. LFO cleanup system <br />7. Data acquisition system and control room <br /> <br /> <br />
