Case #9 <br /> <br />Request for Site Plan Review of Rum River Dental Creations; Case of Walt <br />Riekart and Wayne Miller <br /> <br />Associate Planner Geisler advised that Walt Rickart and Wayne Miller are proposing to construct <br />a 2,596 square foot office/laboratory building on the property generally located on Azurite Street <br />between Highway 116 and Sunfish Lake Boulevard. She indicated the subject property is zoned <br />E-1 Employment. Office/laboratory buildings are a permitted use in this district. She noted the <br />lot in question is approximately 2.4 acres, and the proposed site plan meets the required front, <br />rear, and side yard setbacks. She stated additional trees and shrubs will be required to fully meet <br />City Code landscaping requirements. She indicated the structure appears to meet architectural <br />standards for finish materials. The grading plan is acceptable, but a revised landscaping plan will <br />be required. She stated City Staff recommends site plan approval contingent upon compliance <br />with City Staff Review Letter dated August 29, 2003. <br /> <br />Commissioner Johnson asked if there were any concerns with the Staff Review Letter. <br /> <br />Mr. Rickart indicated he had one issue. He advised that the site drops off considerably, and the <br />letter is calling for 140 shrubs. He stated they could not plant that many, or they would be <br />planting them in the catch basin. <br /> <br />Associate Planner Geisler advised that E-1 and E-2 Districts have substantially more significant <br />landscape requirements. She indicated this is one of the first plans that has come in since the <br />requirements were revised, and Staff is having trouble applying the calculations. <br /> <br />Mr. Rickart indicated there are a lot of beautiful trees on the property already. <br /> <br />Community Development Director Frolik indicated Staff is open to negotiate. She noted they are <br />finding the same issues with this as they did in the residential requirements, indicating they are a <br />little too aggressive. She advised that the City will have to consider revising the formula for <br />residential and commercial plantings. <br /> <br />Chairperson Nixt suggested Staff work with the applicant. <br /> <br />Commissioner Johnson noted this lot has some unique aspects also. <br /> <br />Mr. Rickart indicated one other question is with the utility costs. He indicated this site is 2.4 <br />acres, but only one acre is buildable. <br /> <br />City Engineer Jankowski indicated the REU number is factored on the percentage of impervious <br />surface, not lot size is. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Watson to recommend that the <br />City Council grant approval of the proposed site plan for construction of an office/laboratory <br /> <br />Planning Commission/September 4, 2003 <br /> Page 13 of 20 <br /> <br /> <br />
