CASE #

REPORT FROM PUBLIC WORKS
By: Public Works Staff

Background:

The Public Works Committee met on Tuesday, September 16, 2003 and discussed the following two cases:

Case #1

Consider Making Blue Velvet Lane a City Street

Background:

As an outgrowth of the discussion of the CR 116 median extension, there was discussion about taking over
Blue Velvet Lane as a public street. The option of dedicating a 50-foot or 60-foot right-of-way over the
existing roadway would be problematic. The loss of area from the Blue Velvet Car Wash lot would make
this property substandard in the side yard set back, the minimum lot size and the percent building coverage.
The intensive landscaping adjacent to the north curbline would be adversely impacted from snow plowing
and the steep slope would make snow storage difficult. If the roadway were to be shifted southward, taking
all the right-of-way from River's Bend Plaza lot would require major reconstruction. Staff recommended if
the property owner is interested in taking over Blue Velvet Drive as a public street on the condition the
right-of-way be dedicated to the City and the cost of upgrading be born by the benefited properties.

Consensus was to direct staff to contact the property owners of Blue Velvet Lane regarding the possibility
of changing Blue Velvet Lane to a City Street.

Action:

Ratify the recommertdation of the Public Works Committee.

Case #2:

Consider Modifying Traffic Control at the Intersection of Riverdale Boulevard and
Armstrong Boulevard

Background:

City Engineer Jankowski explained that the intersection of Riverdale Boulevard and Armstrong Boulevard
currently has a single stop sign located on the west leg of the intersection and that it has been problematic.
It was staff's recommendation that a stop sign be placed going westbound.

Motion was made to place a stop sign going westbound at the intersection o fRiverdale Boulevard and
Armstrong Boulevard.

Action:

Ratify the recommendation of the Public Works Committee.

Reviewed by:
City Administrator
Director of Public Works/Fire Chief
Assistant Public Works Director/Principal City Engineer

CC: 10/14/03
