concurrently with an easement for utility purposes that provides access to Pumphouse #3 (Well <br />#5). Therefore, Ramsey Town Center is requesting that the easement be vacated as it will be <br />replaced with a public road that will provide access to the pumphouse. Staff recommends that <br />following the public hearing, the Council introduce the draft ordinance to vacate the existing <br />easement. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />The public hearing closed at 7:56 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:56 p.m. <br /> <br />Councilmember Zimmerman stated he objects to the City footing the entire bill for this project. <br /> <br />City Engineer Jankowski stated the pipe has been installed for two years. <br /> <br />Councilmember Zimmerman stated the City has not received much benefit for the last two years <br />and he would support a negotiation to get some of the money back. <br /> <br />Councihnember Elvig noted this easement would be vacated but a new easement is not locked in <br />at this point. <br /> <br />Assistant Community Development Director Trudgeon explained that the second reading will be <br />held up until the easements are in place. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to introduce an ordinance <br />vacating an easement for roadway and utility purposes in the City of Ramsey, Anoka County, <br />Minnesota. <br /> <br />Councilmember Zimmerman stated he hopes the cost can be negotiated because he believes <br />Public Works should not have to stand the full cost. <br /> <br />Councilmember Cook noted that this improvement is already completed so no one is standing the <br />cost. <br /> <br />City Council/September 23, 2003 <br /> Page 16 of 41 <br /> <br /> <br />
