Assistant Public Works Director Olson stated they want to have all the changes completed by this week Friday but he would recommend the motion be contingent upon all the review letters, as indicated in the case report. City Attorney Goodrich advised that the letter needs to be amended to indicate "Developer" rather than "Master Developer." He stated the proposed resolution should also be amended to add: "Item f. ExeGution by Ramsey Town Center LLC of the September 23, 2003 letter certifying the scope of services relating to final plat cost estimates." Councilmember Strommen inquired about the colored coding. Tim Engen, Ramsey Town Center LLC, introduced himself and advised they have invited Tom Lincoln, URS Corporation, who has been working with Mr. Olson's analysis Tom Lincoln, URS Corporation, stated they are working with Ramsey Town Center LLC and prepared the memorandum provided to the Council. He explained the color coding is to assist staff in their review with the color red identifying items already addressed, green identifying items being worked on for revision and submittal to the City on Friday, and blue identifying issues can'ied forward as development proceeds and subsequent plats are brought forward for future development. Mr. Lincoln stated this is a very large project and contains 34 outlots, 2 developable lots, and road right-of-way. He stated they have been working with Mr. Olson and the City's consultants to establish relationships and enjoyed that work. He noted that a significant amount of information has been provided in the supporting documents and the City has been thorough in its review and requirements of the development team. Mr. Lincoln stated there are about 237 comments in the memorandum which speaks to the size of this project. He advised that all of the easements have been identified on the most recently submitted plat. Councilmember Elvig noted the financial information and asked if none of the City's costs are being addressed. Assistant Public Works Director Olson stated he does have additional information identifying the City's costs associated with the phases. He advised that those costs remain "in the ballpark." Councilmember Strommen asked staff to address tree preservation. Assistant Community Development Director Trudgeon stated the City is in a transition with the Tree Preservation Ordinance but has followed the intent as much as possible. He noted there are trees on the site, many in windrows and not considered significant according to experts. In the northeast corner of the site there are dense trees and some areas have been indicated to be preliminarily saved from initial grading. At a future date it will be looked at whether those trees can be saved. He explained that with the Charter school site, some of the trees identified to be saved are in the middle of the building site. However, it was felt that it was important to save the trees during the initial grading and then it will be more closely looked at when the outlots are created as to what trees can be saved.
