Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #11 -07 -129 <br />RESOLUTION SUPPORTING THE CITY OF RAMSEY'S APPLICATION TO THE <br />FEDERAL TRANSPORTATION ENHANCEMENT FUND, ADMINISTERED BY THE <br />METROPOLITAN COUNCIL'S TRANSPOTATION ADVISORY BOARD TO <br />CONSTRUCT THE MISSISSIPPI RIVER TRAIL BETWEEN MISSISSIPPI WEST <br />REGIONAL PARK AND RAMSEY'S WESTERN BORDER OF ELK RIVER <br />WHEREAS, the City of Ramsey has passed a resolution supporting regional trail status <br />for planned trails, and existing trails along the Mississippi River within Anoka County and the <br />City of Ramsey; and <br />WHEREAS, the Metropolitan Council did grant the regional trail status for this trail in <br />2006; and <br />WHEREAS, in the Metropolitan Council adopted a Regional Trails Policy Amendment <br />to its Regional Recreation Open Space Development Guidelines/Policy Plan for the <br />implementation of trails which provide access to high quality natural resources, regional parks, <br />park reserves, and local areas of interest; and <br />WHEREAS, the Mississippi River Trail would further link together the cities of Anoka <br />and Ramsey, Bunker Lake and Rum River Regional Trails, and ultimately the Headwaters to the <br />Gulf of Mexico, as well as being a link in the National trail system; and <br />WHEREAS, this trail may also be extended to connect the Historic Oliver Kelley Farm <br />and the COR, and Ramsey's Transit Station; and <br />WHEREAS, the Mississippi River Trail will further provide immediate pedestrian <br />access to the recreational resources at Riverdale Park, Mississippi West Regional Park, and the <br />Mississippi River, and Anoka's park system; and <br />WHEREAS, the City of Ramsey has identified walkable communities and the <br />Mississippi River Trail as priorities for the community; and <br />WHEREAS, the Metropolitan Council's Transportation Advisory Board has called for <br />Transportation Enhancement proposals that would fund the Mississippi River Trail between the <br />Regional Park in Ramsey and her border with Elk River and Sherburne County; and <br />WHEREAS, the City of Ramsey is uniquely posistioned to cause this trail to be <br />constructed as soon as certain funds are secured; and <br />RESOLUTION #11 -07 -129 <br />Page 1 of 2 <br />
