COUNCIL BUSINESS <br />4.2) Reconsider Bialon/RALF Purchase Agreement — Anoka County PIN's 28- 32- 25 -31- <br />0004 and 28- 32 -25 -31 -0007 (Portions of this discussion may be closed to the Public) <br />City Attorney Goodrich announced that this discussion was posted as closed to the public and <br />may now be closed to discuss land transaction. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey to close this portion of <br />the meeting. <br />Motion carried. All in favor. The meeting was closed to the public at 7:48 p.m. <br />The meeting was opened back up to the public at 8:00 p.m. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey to revise the existing <br />purchase agreement by purchasing Lots 1 and 2, except for the westerly 30 feet of Lot 2. That <br />the City will consider an administrative subdivision that's appropriate or a formal subdivision <br />that's more appropriate to subdivide the westerly 30 feet and that the purchase price will be <br />adjusted accordingly and that the City will enter into a lease agreement for the balance of Lot 2 <br />and all of Lot I for an initial five year lease with the rate as established of $2,560 per month for <br />both parcels 1 and 2. After the first 3 years of the lease, the rent will increase by the amount the <br />property taxes have increased over the prior year. After the initial five -year lease term, if both <br />parties agree, the lease can be extended for two years on either parcel and the rent can be <br />increased in an amount not to exceed three percent of the prior year's rent. All of the above is <br />subject to final draft and put in proper form. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Backous, <br />McGlone, Tossey and Wise. Voting No: None. Absent: None. <br />4.3) Review Legislative Consulting Services Contract <br />City Administrator Ulrich stated there are two components to the legislative consulting services <br />contract — the Federal piece is $6,000 and the State piece is $18,000. He recognized Elwyn <br />Tinklenberg who was present to give an update. <br />Elwyn Tinklenberg, The Tinklenberg Group stated that the term of the Federal piece ends the <br />end of March and he thanked the Council for the opportunity to work with them. Senator <br />Klobuchar got the funding in place for the rail extension to St. Cloud but it didn't happen. We <br />asked her to shift the funding to the Ramsey station. She did designate that even with some <br />people against it The 2011 appropriations bill did not pass in January. Now Congress is <br />operating on a continued resolution at the 2010 level. As a secondary option, we decided to draft <br />a letter with reasons why we believe the Ramsey Station should be designated part of the <br />extension to St. Cloud. The letter was submitted but the response has not been positive. He <br />added it was very helpful to have the Mayor and the City Administrator in Washington. We <br />have gotten things tee -d up - there is interest and support but the next opportunity for <br />Special City Council — March 29, 2011 <br />Page 2 of 4 <br />
