14400 Bowers Drive
Ramsey, Mn. 55505
danuary 25,

Ramsey Planningiand Zoning Commission
15155 Nowthen B~lvd0 N.W.
Ramsey, Mn. 55~05

Dear Comet ssi on ! Members:

The purpose of ~this letter is to r.espond to the notice ¥or a
request ¥or a ~'conditional use permit ~or the repair and resale
o~ electronic aOtomobile equipment" located at 14450 Bowers Drive

We would strongly object to the approval o¥ such a permit ~or a
number o~ reasons.

Clearly, this ~.s a prized residential area. By allowing this
business to operate, the entire character o~ the neighbourhood
would be change~. We have already noted changes during the past
several months, !what with vehicles (employees?) being parked on
the street ali i day, and more disturbing, the almost daily
appearance o~ c~mmercial vehicles, including large 18--wheel semi--
trailer trucks ~nd other assorted commercial delivery vehicles.

Because this is!a typical country road, (also a Dead End) there
are obviously n~ "mhoulders" or sidewalks. The parked vehicles
and large commercial trucks create a tra~¥ic hazard and limit
visibility o¥ p~destrians and bicycle tra¥~ic.

Furthermore, t~e City should consider that this property is
located on the ibanks o~ the Mississippi River along a section
which has been idesignated by the Federal Government as "wild &
scenic". The ~NR is currently ~inalizing a report in which they
strictly limit ~any new businesses and are even recommending the
closure and re-~location o~ existing "non--essential businesses",
i.e. businesse~ that do not have to be located on the river.
Needl ess to sa~y., repair o~ automotive equipment, wi th i ts
potential ~or ~and, water and noise pollution, ~alls into the
"non-essential" !category.

In addition, i~ this request is granted, wouldn't this set a
precedent ~or o~her "home businesses"? What's next - pawnshops?
boat repairs? -ibook stores? I~ the City approves one, how can
it legally re~u~e another? The City o~ Ramsey has much available
land currently ~oned ¥or business and commercial uses.

Bowers Drive is izoned residential. To allow .a business with its
attendant increase in tra¥~ic, n~ise and pollution to locate in
this quiet residential area is, in e~¥ect, "changing the rules o~
the game" aYter ~the game has begun.

Si ncere! y
