Use of human or animal ejaculation, sodomy, oral copulation, coitus, or <br />masturbation; or <br /> <br />Fondling or touching of nude human genitals, pubic region, buttocks, or <br />female breast; or <br /> <br />Subdivision 2~; <br /> <br />Situations involving a person or persons, any of whom are nude, clad in <br />undergarments, or in sexually revealing costumes, and who are engaged in <br />activities involving the flagellation, torture, feuering, binding, or other <br />physical restraint of any such persons; or <br /> <br />Erotic or lewd touching, fondling, or other sexually-oriented contact with an <br />animal by a human being; or <br /> <br />Human excretion, urination, menstruation, vaginal or anal irrigation. <br /> <br />License Required. <br /> <br />No person, fzrrr~ or corporation shall operate, manage, rent, lease, or exercise control of any adult <br />use, either prin~,ipal or accessory, without having fa'st secured a license as hereinafter provided. <br />Licenses shall b~ one of two types: <br /> <br /> a. Pldult Use-Accessory <br /> b. Adult Use-Principal <br /> <br />Subdivision 3. Applications. <br /> <br />In addition to stich information as the City Administrator may require pursuant to Section 7.01.03, <br />the application shall also include: <br /> <br /> a. The address and legal description of the premises wherein the adult use is to be <br /> <br /> b. A statement detailing each gross misdemeanor or felony relating to a sex offense <br /> ahd/or the operation of adult uses and related activities of which the applicant or, in <br /> tl~e case of a corporation, the owners of more than five percent (5%) of the <br /> o~atstanding stock of the corporation, have been convicted, and whether or not the <br /> a~plicant has ever applied for or held a license to operate a similar type of business <br /> ~ other communities; <br /> <br /> c. Tl~e provisions made to restrict access by minors; <br /> <br /> d. A building plan of the premises detailing all internal operations and activities; <br /> <br /> e. A i~tatement disclosing any contracts and all parties with an interest in those contracts <br /> ~thich relate to the ownership or operation of the proposed adult use. <br /> <br />Subdivision 4. License Fees <br /> <br /> a. E~h application for a license shall be accompanied by a receipt from the City for <br /> ~ayment in full of the required fee for the license. All fees shall be paid into the <br /> g[eneral fund of the City of Ramsey. Upon rejection of any applications for a <br /> license, the City shall refund the amount paid. <br /> <br /> <br />
