Background: <br /> <br /> 1994 LELS CONTRACT <br />By: Ryan Schroeder, City Aflministrator <br /> <br />CASE <br /> <br />As Council ~is aware, we have been meeting with representatives of Law Enforcement <br />Labor ServiCes (L~T.S) to negotiate the patrol conuact for 1994. Our goal, as is perpetually <br />the case, has[beena~ to reali?e a conu-act cost similar to that of the other organized labor unit. <br />The AFSC/v~E agreement for 1994 resulted in a wage cost of 4.03% (2.4% base with the <br />balance pay[equity steps). The total package resulted in a 3.89% cost increase in wages <br />and benefits ~ver 1993 levels. <br /> <br />Offered to ~ is a package with a 2.55% base wage increase, the same medical benefits <br />as in the AF~CME agreement and no changes in contract language. It was proposed as a <br />one-year a _~g~e,e,ment. We are expecting ratification of the agreement for several reasons. <br />Included aye~ 1) relationship to AFSCME package; 2) relationship to Stanton Class 5, <br />cities between 10 - 20,000 in population and Class 5 cities in Anoka County; 3) cost of <br />parity medi¢~ employer contributions versus cost savings that would be realized under the <br />more stanfla~d employer contribution method; and 4) relationship of current language to <br />Stanton stant~rds. <br /> <br />Given the abbve, if the package is not accepted by LELS, it is Staffs recommendation that <br />a~bitration ~e pursued.
