7.7. Enforcellent of the Budget. <br /> <br /> 7.7.1. Tl~c City Council shall enforce thc provisions of thc budget. It shall approve and <br /> authorizelpayments of bills, at each regularly scheduled Council meeting, that have been <br /> presented~for payment, supported by an itemized bill, payroll timesheet, or other document <br /> approvedland signed by the responsible City officer who vouches for its correctness and <br /> reasonablbness. Bills that are of an ongoing operating nature, have been appropriated in <br /> the budgc~, and been approved by the responsible City officer, may be paid prior to regular <br /> Council rheetings to avoid late penalties or take advantage of available discounts. Other <br /> paymentslmay occur in the event it is unreasonable or untimely to obtain Council approval <br /> for funding an emergency or unforeseen expenditure which is necessary for the routine <br /> operarioniof the City as directed by Council in a purchasing policy which shall be adopted <br /> by ordina~ ce. <br /> 7.7.2. Asy obligation incurred by any person in the employ of the City for any purpose <br /> not authorized in the budget resolution, or for any amount in excess of the amount <br /> authorize~, shall be a personal obligation upon the person incumng the obligation and such <br /> person will be subject to appropriate disciplinary or criminal action. No check shall be <br /> issued or transfer made to any account other than one owned by the City until the claim to <br /> which it -elates has been supported by an itemized bill, payroll, timesheet or other <br /> documen: approved and signed by the responsible City officer who vouches for its <br /> correcme.~s and reasonableness. <br /> <br />7.8. Alterations to the Budget. After the budget resolution has been adopted, the Council <br />shall not increase [he amounts fixed in the resolution beyond the estimated funds available except to <br />the extent that actual receipts exceed the esr/mated funds available. At anytime the Council may, by <br />resolution appro{ed by a 4/5 vote of its members, reduce the sums appropriated for any purpose <br />by the budget r~.solution, or authorize the transfer of sums from unencumbered balances of <br />appropriations in,the budget resolution to other purposes. <br /> <br />7.9. Funds. There shall be maintained in the City treaSury a general fund and such other <br />funds as may b{ required by state statutes, resolution or ordinance. The Council shall, by <br />resolution or ordnance, create and abolish funds and shall define which funds are eligible for <br />intcrfund loans ~ it may deem necessary and appropriate. <br /> <br />7.10. City Indebtedness. <br /> <br />7.10.1. ]~xcept as provided in sections 7.11. and 7.12., no obhgation shall be issued to <br />pay currer~t expenses, but the council may issue and sell obligations for any other municipal <br />purpose ~ accordance with state statutes and within the hmitations prescribed by law. <br />Except in!the case of obligations for which an election is not required by this charter or state <br />statutes, do such obhgation shall be issued and sold without the approval of the majority of <br />the voter~ voting on the question at a general or spec/al election. <br /> <br />7.10.2. ~ description of each such proposed issue shall be published in the City <br />newslette_f, but failure to publish such description, or any defect in the description, shall not <br />invalida~ the issue. However, corrections shall be pubhshed at the earliest practical rime. <br /> <br /> <br />
