ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven Jankowski, City Engineer <br /> <br />Background; <br /> <br />Previous to ~ case, public hearings will have been held on Improvement Projects g94-01 <br />through 94-14iwhich MI1 comprise the 1994 annual street maintenance program. The City <br />performed its first sea]coating work in 1981 and has had an annua] program for addressing <br />the routine ma~tenance needs of its paved sueets since 1984. The City has a considerable <br />investment in ~e 128 miles of paved roadway for which it is responsible. It is estimated <br />the replacem{nt cost for this pavement, excluding curb, gutter, drainage and turf <br />restoration, approaches $10 million. To protect the investment in its bituminous pavement, <br />the City has s~t a goal to address comprehensive maintenance needs of its pavements in a <br />manner on a fi~e to seven year interval. <br /> <br />Initially the C!ty's program consisted entirely of sealcoating streets. With the advancing <br />age of the Ci~'s pavements, the scope of this work has been expanded to include crack <br />sealing and nS'nor patching prior to sea]coating. In addition, pavements with weaker <br />subsoi.ls and ~dvanced age have need to be overlayed; a more expensive maintenance <br />operauon. <br /> <br />The 1994 prob,'am will consist both of crack filling and sealcoafing 10.66 miles of roadway <br />and overlayin~ an additional 3.71 miles of City streets. The construction cost is anticipated <br />as follows: <br /> <br /> !Sealcoating $60,450 <br /> !Crack sealing $26,600 <br /> !Overlays $103,005 <br /> <br />The addition of minor preparatory work by the City's Public Works Department and project <br />overhead of 20 percent brings the total cost for the 1994 program to $238,800. The City <br />has had a poliqy of assessing 50 percent of this cost to benefitted parties, providing that the <br />roadway has b~en properly maintained in the past. <br /> <br />Council Action: <br /> <br />Following theipublic hearing, the Council should direct any revisions to the feasibility <br />study it deem~ necessary as a result of the comments made at the public hearing as the <br />feasibility stu~]y will serve as the basis for determining the work to be performed and the <br />method in which costs will be assessed. <br /> <br />Reviewed b~: <br /> <br />City Engineer., <br />City Administr~ttor <br />Finance Officer <br /> <br />CC: 02/22~3 <br /> <br /> <br />
