REQUES <br />OPERATE <br /> <br />Background: <br /> <br />Self-service stor~ <br /> <br /> FOR A CONDITIONAL USE PERMIT TO ESTABLISH AND <br /> SELF.SERVICE STORAGE FACILITY IN THE B-3 HIGHWAY <br />USINESS DISTRICT; CASE OF WILLIAM DUBATS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />tge facilities are not a specifically permitted use in the B-3 Highway Business <br /> <br />District. Accordingly, William Dubats has applied for a conditional use permit to establish and <br />operate self-servil:e storage facilities on Lot 3, Block 3, Riverside West. <br /> <br />Observations: <br /> <br />This developmem would be an expansion of the self-service storage facilities existing on Lots 1 <br />and 2 of R/versid~ West, for which conditional use permits were issued in 1986 and 1987. <br /> <br />The property to the north and east is zoned B-3 Highway Business; the property to the south and <br />west is zoned re_~idential. In accordance with City Code, the applicant will be providing tree <br />screening 'along ~e south and east property lines. Two out of ever), 3 trees will be Pine or Spruce <br />to provide year ~ound screening. <br /> <br />The property is ia the Critical River Overlay District and is reswicted to a 30% impervious surface <br />area which includes Structures and pavement. The intent of this restriction is to prevent pollution <br />of the Mississipp~ Rive, r by significantlv restricting the surface area runoff in the Critical River <br />Corridor. Mr. ~ubats site plan propc[ses approximately 88% impervious surface area. The <br />applicant applied~for a variance and the Board of Adjustment approved the variance on the basis <br />that the apphcant~comn-ntted to reducing the surface area runoff from the development to a rate <br />equivalent to tha} of a 30% impervious surface area development. The variance will not be <br />effective unless cgrtified by DNR. Documents relating to the ~anting of the variance are being <br />forwarded to DNI~ for certification. <br /> <br />The Planning Co~ma/ssion conducted a pubhc hearing on March 3, 1994 regarding the conditional <br />use permit ~d thee were no verbal comments subrmtted. The Ci~, clid receive a letter from Ten'y <br />and Tara Goodwig, occupants of the adjacent residential parcel to the south, stating their support of <br />the request. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Sits location map <br /> b) Sit~ plan and supporting documentation <br /> c) Letter from Terry and Tara Goodwin received by the City on 2/23/94 in support of <br /> the~request <br /> d) PrOposed £mdings of fact <br /> cond/rional permit <br /> e) Pr~osed use <br /> <br />Recommendatit3n: <br /> <br />City Staff and th* Planning Commission recommend approval of the conditional use permit <br />contingent upon c~rnflcatmn of the variance by DNR. <br /> <br /> <br />
