CASE

NORTH METRO MAYOR'S ASSOCIATION MEMBERSHIP
By: Ryan Schroeder, City Administrator

Background:

In October 1993, the City of Kamsey put thc North Metro Mayor's Association on notice
that it may withdraw from Association membcrskip. Since that time, flue 1994 budget has
been passed with $8,701 allocated to com:inuc this membership.

Attached for your review arc the following exhibits:

1)

2)
3)

Worksheet detailing membership fees absent Ramsey and Champlin (which also
may not rejoin NMMA).
1994 NMMA budget proposal.
1994 Legislative and mmsponarion priorities.

Regarding the dues exhibit, Ramsey has, since the beginning, been on the formula
contribution half of the dues schedule. The fixed conwibutors receive a break in the
formula b,:x:ause they - 1) did not belong to the development arm of the NMMA at the time
that it was folded into organization proper;, or 2) the City recently became a member (such
as Andover). The long tm'm goal is to sM ail cities on the formula membership. The result
is that cities such as Ramsey currently pay something more than cities such as Andovcr and
Anoka for thc same sca-vice level

Staff believes that association with the NM_MA has potential for long term benefits to the
community. There is definite room for improvement in the organization. However, it is
much easier to effect change f'mm inside the NMMA than outside.

Council Action:

Motion to authorize membership in North Metro Mayor's Association for 1994.

Motion to authorize full payment of dues as a formula contributor.

Reviewed by:

City Admlrfistrator
Finance Officer

CC: 01/18/94
