CASE # <br /> <br />CONTINUATION OF PUBLIC HEARING FOR <br />IMP~tOVEMENT PROJECT g94-12 (BITUMINOUS OVERLAY <br />SPORTS HAVEN/CAROL ROSE ADDITIONS) <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />As you will r~call, this public hearing was initiated at the Council meeting held on March <br />22, 1994. A~that meeting, approximately 20 people were in attendance from the Sports <br />Haven/CaroliRo. se Additions. These residents expressed concern over the type of <br />improvement!being proposed for their subdivision, namely the bituminous overlay, and <br />suggested th~a~ a sealcoat would be adequate. Because of the large number of residents in <br />attendance, tl~ Council asked that the City Engineer meet with the citizens to discuss their <br />concerns. <br /> <br />On Tuesday, March 29, 1994, the City Engineer, Mayor Gilbertson, and Councilmember <br />Zimmerman rhet with approximately 15 to 20 residents within the subdivision. The City <br />Engineer reviewed with the residents a manual which provided guidance on rating <br />pavements an4 prescribing alternative maintenance treatments. The group then walked the <br />length of the s~reets in the proposed project area to view the condition of the pavements. A <br />summary of ~e survey is as follows. The segment of 166th Avenue,,N:W. from Yolite <br />Street N.W. ta Variolite Street N.W. would have a pavement rating of 5' which could be <br />addressed wi~a sealcoating improvement. The segment of Yolite Street N.W. from 166th <br />Avenue N.W. ~o 163rd Avenue N.W. alternated with stretches having pavement ratings of <br />"4" and "5". ~ pavement rating of "4" has a recommended maintenance of an overlay. <br />The cul-de-sac~ on 144th Avenue N.W. would have a pavement rating of "5" on the bulb of <br />the cul-de-sac!and a rating of "4" down the neck. The pavement ratings for significant <br />stretches of lff3rd Lane N.W. and 164th Lane N.W. have pavement ratings of "3" which <br />still can be addressed with bituminous overlay. The cul-de-sac on 165th Lane N.W., while <br />not visually in~pected on the tour, would have a pavement rating which would fall within <br />the sealcoatingirange. <br /> <br />After touring ~e streets, the group discussed various alternative actions with regard to the · <br />proposed imp~vement project. There was a consensus among the group that if the project <br />were delayed t'pr one year, they would accept the proposed bituminous overlay. A one- <br />year delay wou!d allow the residents to plan and budget for the expense. <br /> <br />Inasmuch as m~y of the roads involved in these subdivisions are on a borderline between <br />being sealable ~md overlayed, the one-year delay should not present a problem to those <br />marginal paverhents. The sections of 163rd Lane N.W. and 164th Lane N.W., which are <br />extensively all~gatored, still remain substantially intact. Residents reported that the <br />alligatoring has,existed for a considerable amount of time and, therefore, it is reasonable to <br />expect that rapi~l deterioration to a point where these roads could not be overlayed is not <br />likely within a l~2-month period. <br /> <br />Recommendation: - <br /> <br />In accordance ~ith the consensus reached with the citizens,-it is my recommendation that <br />Improvement _P~_ oject g94-12 be removed from the 1994 Street Maintenance Program and <br />be placed on the~ 1995 program. It is also the understanding that this delay would not affect <br />the City's 50 percent funding under the 1995 program. <br /> <br />b7 <br /> <br /> <br />
