Member Gromberg indicated, after approval, the EDA could always go back to Council to <br />decrease the amount needed. He restated the EDA needed to plan where the money would be <br />spent at the next meeting. <br /> <br />Member Kiefer stated he was recommending the levy assuming Council approved the EDA <br />could designate where it would be spent. 14e added the EDA might find CounciI would say "no" <br />when they request the full levy, in which case there would only be money for the earmarked <br />items. <br /> <br />Chairperson Riley warned if the EDA did not pass the levy at the current meeting it would not <br />get to Council. <br /> <br />Mr. Sullivan added canceling the August meeting did not help the situation. <br /> <br />Member Kurak stated it needed to be passed at the current meeting. She asked if there was a <br />way to word the motion to say the EDA was asking for the $200,000 amount now but it might be <br />lowered when the budget is set. ' <br /> <br />Mr. Sullivan responded he would see that motion as "the EDA wants $200,000 and they do not <br />know where they will spend it." <br /> <br />Member Kurak noted the EDA knew of two items that would demand funding. <br /> <br />Mr. Sullivan asked if the earmarked items could not be delineated in the motion, adding the rest <br />would be spent for land acquisition. <br /> <br />Member Kurak noted people were getting irate regarding City spending and Council was <br />receiving calls indicating their frustration. <br /> <br />Member Kiefer noted the EDA wanted money for the two earmarked projects with the balance <br />going toward projects needing completion. <br /> <br />Member Gromberg stated he thought the $75,000 amount was high for the design and <br />implementation of a master plan for redevelopment. He added he did not have a problem going <br />to Council saying the EDA needed a full levy; however, he felt the EDA needed to explain where <br />the funds would be spent. He suggested the EDA needed to start working on this item by the <br />month of July in future years. <br /> <br />Member Kurak indicated a representative from the EDA needed to attend the next Council <br />meeting. <br /> <br />Member Kiefer stated he would be willing to attend and discuss the information he had. <br /> <br />20 <br /> <br />Economic Development Authority / September 8, 2003 <br /> Page 8 of 11 <br /> <br /> <br />
