The City is proposing to recover the cost of the installation and operation and maintenance of the
six subdivision stte. et lights by charging a monthly amount of $4.55. This rate was determined to
be adequate to r~over these costs for this particular subdivision lighting project. Future rural
subdivisions will ~e charged the same rate. The rate will be reviewed periodically, as are all other
charges for C'ity~rviees, to ensure adequate revenue. Normally, City rates are adopted annually.
We might anficil:~a~ te increases in the rates if operation and maintenance rates are increased to the
City by Anoka l~l~tric Cooperative. The above monthly charge would be billed quarterly to each
of the benefitted !property owners by Anoka Electric Cooperative as a separate charge on their
utility bill.

PRO.IECT SCiiEDULE

This project is t~hnically feasible. For the project to be implemented, the following activities will
need to take plac~ on the projected schedule below.

Hold public hearing - May 24, 1994
t

Citizens ~ay offer testimony in regard to the project. This may take the form of statements
for or ag~nst the project. Or it may request clarification or modification of any aspect of
the project as described in the feasibility report. Upon close of the public hearing, the City
Council t~aay direct any modification to this feasibility study it deems necessary. This
feasibili~ study will become the basis for defining the project. Property owners who may
be oppos//d to the project may submit a petition expressing their opposition. If a petition
signed byimore than 50% of the benefitted property owners is presented to the City within
sixty day~. of the close of the public hearing, the project shall be considered terminated and
a similar l~roject cannot be considered for twelve succeeding months.
City Council to C~r. der Project - July 26, 1994

Upon the felapse of sixty days from the date of the public hearing, the City Council may, at
its discretion, order the project to be installed.

Street Lights Instialled - August, 1994

Quarterly PaymeOts Begin - October, 1994

First billi~ g would be prorated based upon date of light installation.
