Wilson Development Services <br /> Helping Cities and Businesses Grow <br /> <br />March 31, 1994 <br /> <br />Mr. Ryan Schroeder <br />City Administrator <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303-6197 <br /> <br />RE: Anoka Electric Cooperative TIF'Proposal <br /> <br />Dear Mr. Schroeder: <br /> <br />I am writing to put forth a proposal to provide consultant services to <br />assist the City of Ramsey in completing a tax increment financing <br />project for the Anoka Electric Cooperative Project. <br /> <br />Wilson Development Service is a thirteen year old real estate <br />consulting business. The firm specializes in assisting public and <br />private entities with their community development and real estate <br />development needs. Tax increment financing projects are an integral <br />part of the type of assistance that we provide. Attached is a list of <br />current and,recent projects that we have completed. <br /> <br />The proposed project,in Ramsey is very similar to projects.that we <br />have already completed. We represented the City of Rockford and helped <br />them to successfully'complete the Wright/Hennepin Electric Cooperative <br />TIF Project. We are very familiar with An~Ra Electric Cooperative, as <br />we participated in the site selection process that resulted in their <br />choosing the Ramsey site. <br /> <br />Our intent is to provide whatever level of assistance that you need to <br />complete the project. The following scope of services assumes a <br />"complete package" would be provided. <br /> <br />ScoDe of Services <br /> <br />It is the intent that Wilson Development Service would provide all <br />assistance necessary to successfully complete a tax increment <br />financing project that will finance all or in part certain public <br />improvements in connection with the Anoka Electric Cooperative <br />development project. We would expect to provide assistance as <br />represented in the following list: <br /> <br />Structure the TIF public financing plan. <br /> <br />Represent the City in all negotiations with the: developer. <br />Prepare the following required documents: <br /> <br />a.
