APPROVAL OF MINUTES <br />Motion by Commissioner Ramsey, seconded by Commissioner Wise, to approve the following <br />minutes as presented: <br />Regular Meeting Minutes dated July 19, 2011 <br />Regular Meeting Minutes dated August 9, 2011 <br />Work Session Minutes dated August 15, 2011 <br />Regular Meeting Minutes dated August 15, 2011 <br />Regular Meeting Minutes dated August 23, 2011 <br />Motion carried. Voting Yes: Chairperson Elvig, Commissioners Ramsey, Wise, Backous, <br />McGlone, Strommen, and Tossey. Voting No: None. Absent: None. <br />HRA BUSINESS <br />Case #1: Update to the Rail Project <br />City Administrator Ulrich stated the Council adopted the Master Cooperation Funding Document <br />during the earlier Council meeting. This allows the project to move forward for the Ramsey Rail <br />Station and allows the City to enter into the. Tax Increment District. The Met Council will <br />proceed with the project and Agreement. <br />Chairperson Elvig noted the key point is that construction is planned to start in January 2012. <br />The structure is planned to be complete around November 2012 with the grand opening in <br />December 2012. <br />Case #2 4: PUBLIC HEARING: Adopt Resolution Approving Purchase and <br />Development Agreements and Authorizing the Disposition of Real Property — <br />the Resident at The COR <br />Chairperson Elvig closed the regular portion of the HRA meeting at 7:47 p.m. in order to <br />conduct a public hearing. <br />Public Hearing <br />Chairperson Elvig called the public hearing to order at 7:47 p.m. <br />Presentation <br />Development Manager Lazan explained this is the culmination of two years of work. The goal is <br />to finalize the approvals on the documents and execute the project with Flaherty and Collins. <br />There is a tentative schedule to close in April and schedule construction from May through July <br />2012. <br />Housing and Redevelopment Authority / September 27, 2011 <br />Page 2 of 6 <br />
