AAA Metropolitan Council <br />AA <br />AA <br />September 23, 2011 <br />Ms. Mary Tingerthal <br />Commissioner, Minnesota Housing <br />400 Sibley Street, Suite 300 <br />St. Paul, MN 55101 <br />RE: Housing Authority In and For the City of Ramsey <br />Housing Program - COR <br />Metropolitan Council Referral File 20899-1 <br />Dear Commissioner Tingerthal, <br />On September 16, 2011, the Metropolitan Council received from the City of Minneapolis for our <br />review pursuant to Minnesota Statutes Chapter 462C, a housing program for development of <br />new rental housing in the city. The program proposes to finance the acquisition and <br />construction of a 230 multi -family rental housing units in the area of the city known as COR. <br />This is the area of the city formerly known as Ramsey Town Center and is the area of a soon to <br />be designated station area on the NorthStar Commuter rail line. The city proposes to issue up <br />to $8 million in bonds. <br />As a participant in the region's Livable Communities Local Housing Incentives Program; and <br />consistent with the implementation efforts set forth in its LCA Housing Action Plan and the <br />city's comprehensive plan, this proposal will add affordable workforce and life -cycle housing <br />opportunities in Ramsey and its location will facilitate access to downtown Minneapolis and <br />other cities on the Northstar line. <br />The Metropolitan Council has made $3.3 million in Livable Communities grants to Ramsey for <br />activities in the COR area of the city. <br />If you have any questions, please call me at (651) 602.1418. <br />Sincerel <br />Gu 'Peterson <br />Director, Community Development Division <br />cc: Mary L.
