HRA Regular Session <br />Meeting Date: 09/27/2011 <br />By: Darren Lazan, Housing & <br />Redevelopment Authority <br />5. 3. <br />Title: <br />Approve Amended and Restated Parking Use and Maintenance Agreement (PUMA) for Parking District A <br />Background: <br />The current Parking Use and Maintenance Agreement (PUMA) governs the allocation of stalls and costs, uses, <br />maintenance, etc., related to the operation of the existing Municipal Parking Ramp. To accommodate the current <br />development plan, the PUMA requires modification to address a number of items including dedicated stalls, <br />controlled access, and a reallocation of stalls based on the current plan. <br />Included in the PUMA is an approved development plan and parking plan which is approved by the HRA ad <br />developer, and requires Council approval per ordinance <br />Attached are the current development plan (version 5.03) and a new parking plan (version 5.03) for your <br />consideration and approval. <br />The proposed parking plan represents a shift from previous parking concepts in that street parking is no longer <br />`allocated' to adjacent properties, but rather left as public parking in addition to the stalls required for development. <br />Accordingly, there are no structured stalls allocated to either The Draw or Municipal Plaza, which will rely on the <br />combination of street parking, surface parking, and shared parking in the structures as available. The plan proposes <br />three potential parking structures at full buildout, with 100% of the structured stalls allocated to the adjacent <br />properties. These allocated stalls, and any private surface or underground stalls would conceptually represent all of <br />the necessary parking to accommodate the current development plan. Attached is a parking breakdown of the <br />affected areas, and the approximate required and provided stalls for your consideration. <br />Notification: <br />Observations: <br />Recommendation: <br />The development team recommends the HRA approve the proposed development plan and parking plan as <br />prepared. It is further recommended that the HRA approve the amended and restated PUMA A agreement <br />incorporating the development plan, parking plan, and updates necessitated by the currently proposed development. <br />Funding Source: <br />N/A <br />Council Action: <br />
