reguired by State law. The Board shall proceed to implement said plan, and <br />this implementation may be ordered by stages. <br /> <br /> Subdiivision 3. No project which will channel or divert additional <br />waters to sub~istrict and subtrunks which cross municipal boundaries shall <br />be commenced by any member governmental unit prior to approval of the Board <br />of the desigh of an adequate outlet or of adequate storage facilities. <br /> <br /> Subdivision 4. All construction, reconstruction, extension or <br />maintenance !of outlets for the various subdistrict and subtrunks, <br />including outilets, lift stations, dams, reservoirs, or other appurtenances <br />of a surface ~ater or storm sewer system which involve construction by or <br />assessment against any member governmental unit or against privately or <br />publicly owned land within the watershed shall follow the statutory <br /> <br />procedures o~tlined in Chapter 429 of the Minnesota Statutes except as <br /> <br />herein modified. <br /> <br /> The BDard shall secure from its engineers or some other competent <br />person a report advising it in a preliminary way as to whether the proposed <br /> <br />improvement iS feasible and as to whether it shall best be made as proposed <br />or in connection with some other improvement and the estimated cost of the <br />improvement aS recommended and the proposed allocation of costs between <br /> <br />members. <br /> <br /> The COmmission shall have authority to separate the watershed into <br />subtrunks or subdistricts if the capital improvement project and costs only <br />benefit a subt~unk or subdistrict area. ' If the Commission determines that <br />a capital improvement and capital cost benefits only a subtrunk or <br />subdistrict ar!ea it may so designate that said area shall be responsible for <br />said costs andlmay allocate the costs to said area or areas rather than to <br /> <br />the entire watershed. <br /> <br /> <br />
