This section shall not <br />preclude th~ Commission from proceeding under Minnesota Statutes, Section <br />103B.251. <br /> <br /> Subdivision 8. Contracts with Other Governmental Bodies. The <br />Commission may exercise the powers set forth in Article VI, Subdivision 7, <br />but said contracts for a capital improvement shall require a favorable vote <br />of two-third~ majority of the eligible votes of the then existing members of <br />the Commission. <br /> <br /> Subdivision 9. Supervision. All improvement contracts awarded <br />under the pro>~visions of Subdivision 7 of this Article shall be supervised by <br />the member ~overnmental unit awarding said contract or said member <br />governmental unit may contract or appoint any qualified staff member or <br />members of t~e Commission to carry out said supervision, but each member <br />agrees that the staff of this Commission shall be authorized to observe and <br />review the wgrk in progress and the members agree to cooperate with the <br />Commission staff in accomplishing the purposes of this Commission. <br />RepresentatiVes of the Commission shall have the right to enter upon the <br />place or places where the improvement work is in progress for the purpose of <br />making reasonable tests and inspections. The staff of this Commission <br />shall report,i advise and recommend to the Board on the progress of said <br /> <br />work. <br /> <br /> SubdiVision 10. Land Acquisition. The Commission shall not have <br />the power of eminent domain. The member governmental units agree that any <br />and all easements or interest in land which are necessary will be negotiated <br />or condemned iS accordance with Chapter 117 of the Minnesota Statutes by the <br />unit wherein shid lands are located, and each member agrees to acquire the <br /> <br /> <br />
