set forth inlthe Surface Water Management Act. All member governmental <br />units agree ~hat they will refuse to allow the drainage of sanitary sewage <br />or industria~ wastes onto any lands or into any watercourse or storm sewer <br />draining in~o the Rum River or Mississippi River. The Board may <br />investigate ~n its own initiative and shall investigate upon petition of <br /> <br />any member ~11 complaints relating to pollution of surface water or <br />groundwater ~raining to or affectingthe Rum River or the Mississippi River <br />or their tributaries. Upon a finding that the creek or surface waters or <br />groundwater iare being polluted, the Board shall order the member <br />governmentaliunit to abate this nuisance and each member agrees that it will <br />take all reasonable action available to it under the law to alleviate the <br />pollution an~ to assist in protecting and improving the water quality of <br /> <br />surface wate[ and groundwater in the Watershed. <br /> <br /> Subdivision 12. Local Water Management Plans. The Commission <br /> <br />shall have power and authority to review the members' local water <br /> ! <br />management plans, capital improvements relating to surface water <br /> <br />management pDograms and official controls required by Minnesota Statutes <br />Section 103B.i235 and/or by rules promulgated and adopted by the Board of <br />Water and So~l Resources. <br /> <br />FINANCES <br /> <br /> Subdi!vision 1. The Commission funds may be expended by the Board <br />in accordanceiwith this agreement and in accordance with the procedures as <br />established b~ law and in the manner as may be determined by the Board. The <br />Board shall~deBignate one or more national or state bank or trust companies, <br />authorized by, Chapters 118 and 427 of the Minnesota Statutes to receive <br />deposits of p~blic moneys and to act as depositories for the Commission <br />funds. In no~ event shall there be a disbursement of Commission funds <br /> <br /> <br />
