FILE DOPY <br /> <br />JOIN~ POWERS AGREEMENT TO ESTABLISH THE LOWER <br />RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br /> <br />This Agreement entered, into as of the date of execution by <br /> <br />and between tho Cities of: <br /> <br /> ~ Andover <br /> Anoka "' <br /> Coon Rapids <br /> Ramsey <br /> <br />for the establi~shment of a watershed management organization. <br /> <br /> WHEREAS, the municipalities to this Agreement have authority <br /> <br />CITY OF ANDOVER <br /> <br />· pursuant to Minnesota Statutes 471.59 to jointly or cooperatively <br /> by agreement ex~rcise any powers common to the contracting bodies <br /> <br />pursuant to 473~877; and <br /> <br /> WHEREAS, the cities bound into this Agreement desire to <br />prepare a surface water management program for the purpose of <br />management of tRe programs required by Secs>"M.S. 473.875 to <br /> <br />473.883. <br /> <br />NOW, THEREFORE, the parties to this Agreement do mutually <br /> <br />-agree as follows~: <br /> <br /> SECTION 1 <br /> <br /> General Purpose <br /> <br /> 1. 1 It is the ~eneral purpose of the parties to this <br />Agreement to establish an organization to jpintly and <br />cooperatively develop a Watershed Management'Plan and a Capital <br />Improvement Program for the following purposes': To preserve and <br />use natural wate~ storage and retention systems in order to (a) <br />reduce to the greatest practical extent the public capital <br /> <br /> <br />
