Recommendation: <br /> <br />All of the above options are considered by Staff to be poor alternatives. Staff believes the impact <br />to wetlands caused by the proposed culvert is small, relative to the potential public health and <br />safety impacts associated with a cul-de-sac street or the cost of installing and maintaining a bridge. <br /> <br />It is, however, possible to accommodate final platting of a significant portion of the plat and retain <br />an outlot which would allow either the possibility of finishing the project as a through street or cul- <br />de-sac. This would allow an opportunity to pursue the appeal process or negotiate a more <br />acceptable crossing alternative with DNR. Staff recommends that the final plat approval be revised <br />incorporating the creation of an outlot on the southwestern tip of the peninsula which could either <br />be subsequently platted as a cul-de-sac or a through street. Of the four following options, the <br />fourth is the recommended motion. <br /> <br />Council Action: <br /> <br />l) <br /> <br />-or- <br /> <br />-or- <br /> <br />-or- <br /> <br />Motion to direct City Staff to draft a resolution for City Council consideration that would <br />initiate an appeal to the DNR's denial of a permit request to facilitate a road crossing <br />through Wetland 114-P. <br /> <br />Motion to direct City Staff to draft a resolution for City Council consideration that would <br />amend the final plat of Chestnut Ridge to allow for development of Krypton Street N.W. as <br />an over-extended cul-de-sac. <br /> <br />Motion to direct City Staff to draft a resolution for City.
