St. Paul occupied 75%- <br />82% of the total drainage area. <br />VOTING PRIVILEGES: St. Paul has 2 votes while 'all other cities have 1 vote a piece. <br /> <br />9, Forest Lake WMO <br /> Curtis Sparks (591-5429) <br />Joint powers agreement among: City of Forest Lake, Town of Forest Lake, and New Scandia <br />Township. <br />OPERATING COSTS: Negotiation occurs each year after a budget is proposed. It is not only <br />geographic area but also assessed valuation that is taken into consideration. However, there is not <br />a set, standard formula which is used. For instance, currently the City of Forest Lake occupies <br />only 2% of the area in the organization but pays 75% of the budget. This was negotiated with the <br />higher assessed valuation and contribution of direct storm sewer mn-off coating from the City of <br />Forest Lake. <br />VOTING PRIVILEGES: Each member receives 3 votes. <br /> <br />10.
