CASE # 7 <br /> REQUEST FOR FINAL PLAT APPROVAL OF SUNFISH SQUARE; <br /> CASE OF JACK MENKVELD, NORTH SUBURBAN DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br /> Background:', <br />Jack Menkvel~ of North Suburban Development is requesting final plat approval of Sunfish <br />Square. The piat consists of appro×imately 40 acres on the northeast comer of the intersection of <br />County Road ~116 (Industry Avenue) and County Road #$7 (Sunfish Lake Blvd.). The approved <br />preliminary p~t consisted of 69 single family residential lots. an 8.7 acre parcel for future <br />development With multi-family units and 1.2 acres for commercial business. At this time, the <br />developer is re4uesfing tm,al plat approval for 33 single family lots and the one acre ¢ommemial lot. <br />The balance or,he single family lots and the multi-family parcel are designated as ouflots for future <br />development. <br /> <br />Observations[ <br />On May 14, 19~3, the City received an application for sketch plan approval of Sunfish Square. <br />On June 1, 19~3, the Planning and Zoning Commission reviewed the sketch plan and made <br />recommendations for plat modifications pertaining to sn:eet alignments to lessen the impact of <br />urban densities]on the existing rural subdivision to the north, Hunter s Hill_ <br /> <br />On June 10, 1¢93, the Park and Recreation Commission met and the consensus was that park <br />dedlcanon wquld be satisfied with a cash contribution. The Commission also made <br />recommendations for pedestrian transportation routes (8' bituminous paths) along County Roads <br />#57 and #116. iStaff has proposed that the bituminous trail along County Road #116 be extended <br />east beyond th~plat boundary to Tungsten Street and that the City will credit the developer for the <br />construction co,;ts beyond the plat boundary. This tmilway is not eligi~le for park dedfication credit <br />because it is tr~sportafional in nature and not identified in the City s Comprehensive Park and <br />Trail Plan. <br /> <br />On October 5,[ 1993, the Planning and Zoning Commission recommended preliminary plat <br />approval with ~ertain modifications to the grading and drainage plan. On April 12, 1994, the City <br />Council grantex? preliminary plat approval to Sunfish Square. <br /> <br />The property isI zoned Industrial and as you will recall, Council was apprised of the fact in April <br />that granting prlMiminary plat approval was cornmking to the nec,e, ssary rezoning also. Upon final <br />plat approval, ftrmal action to rezone the property to single famil), multi-family and business will <br />be initiated. <br /> <br />The <br /> Developer~ls installing the streets, sewer and water as a private project with no financial <br />participation onlthe part of the city. <br /> <br />All of the lots ieceiving final plat approval at this time meet the minimum area and dimension <br />requirements.: <br /> <br />In accordance ~vith City Code and the policies of the Park and Recreation Commission, the <br />developer will lie planting a tree in each lot. ' <br /> <br />It was also agr{ed at the time of preliminary plat approval that the developer would acquire and <br />remove the existing asphalt company from the site. In consideration of this added expense to the <br />developer, City}Staff~ . has negotiated to. credit the. developer's sewer and water trunk charges to the <br />plat by $52,040i This. figure was arnved at umng the cost for the developer to acquire the asphalt <br />company prop~y rmnus the dollar value, of the enhancement, to the pro'ect. 9 resultingo from the <br />removal of the ~.sphalt plant from the site. The developer will also receive a $2,500.00 credit for <br />oversizing the ~ewer and water mains and a credit for bituminous n-ali construction beyond the <br />boundary of theiplat in an amount that is not yet determined. <br /> <br /> <br />
