CASE <br /> <br /> iWASTE MANAGEMENT SKI HILL AGREEMENT <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />The following! exhibits are attached regarding the Waste Management of Minnesota Inc. <br />(WMMD/City ~bf Ramsey Ski Hill Agreement: <br /> ,, <br /> <br /> 1) !Plat map showing 50-acre parcel <br /> 2) iAerial view of 50-acre parcel <br /> 3) iConeept plan of park drawn on southern portion of property (approximately <br /> ~29 acres w~th 153rd at 5 acres and northern portion at 16 acres) <br /> 4) iApril 12, 1994 correspondence with exhibits corresponding between <br /> }WMMI and the City of Ramsey. <br /> <br />The 1994 Minnesota Legislativ6 session apparently removed the possibility of the ski hill. <br />It is our understanding that the State intends to take control of a number of closed landfills; <br />the Anoka ReJional Sanitary Landfill is one of those. We believe, therefore, that the ski <br />hill will not beiallowed upon State property and further, if we are wrong on that, it will at <br />least be tied uplin environmental reviews and liens for years. <br /> <br />The PCA rulesi°n handling transfers of property to the State are expected to be written by <br />September. Therefore, it is in our best interest to come to closure on this issue soon. <br />Between now a~nd then, the PCA will also be determining the basis for environmental liens <br />upon property which was under ownership of a landf'H1 at date of law passage. <br /> <br />The above see~s to leave the City in a position of very little leverage regarding passage of <br />this property t~ the City. In fact, we appear to be in a position of needing WMMI <br />assistance to in~ure that environmental liens are not attached to the 50-acre parcel. We also <br />need their assi[stance in shifting the 50-acre line here and there to fit our recreational <br />development n~,eds. <br />Give the aboveI Attorney Good.r/ch is drafting an amendment to the Ski Hill Agreement to <br />allow for passage of title.
