Steve has <br />~repared a letter to Ryan addressing these issues, but I thought <br />- ~na~ ~ro~osed <br />it important to alert you to the possibility ~' ~ . ~ <br />legislation could remove many of these considerations from the <br />hands of either the city of Ramsey or W~2~i. <br /> As you m~y know, for the past several mon~hs, ~q~F~ has been <br />ready and willing to deed to the City of R~sey the 50 acre parcel <br />in order to satisfy any remaining ob!iga~ion it may have under the <br />Development Agreement. The city, however~ has not accepted this <br />transfer. Now, legislation is under consideration which would <br />require that all property described in the most re~ent solid waste <br />pe~it for a closed waste disposal facility (which would include <br />the 50 acre parcel) be transferred to the State of Minnesota. As <br />the Senate bill is presently configured, transfer of real property <br />under contract to be transferred as of January i, 1994 to a local <br />unit of goverD~ent would still be possible. Additional transfers <br />of easements or fee o~ership at this time, however, would Dot. <br />Given the uncertainties of the proposed legislation, it would <br />appear prudent for both ~I and the City.now to wait <br /> <br /> <br />
