Case#

PRIORITY STREET LIGHTING COSTS
By: Steven J. Jankowski, City Engineer

Background:

As you will recalli at the March 8, 1994 Road and Bridge Committee meeting, it was directed that
updated street lighting costs be obtained from Anoka Electric Cooperative so that an accurate
estimate of the cost of installing the priority street lighting system can be made. The Police Chief
and I reviewed a~d updated the map which identifies and categorizes various priorities of street
lights. This map Will be available at the Road and Bridge Committee meeting for your review.

Anoka Electric h~s provided an estimated installation cost of $860 per priority street light. This
per-light estimate Cas developed by individually costing the installation of all 24 of the priority A
lights. Attached t~ this case is a table which shows the cost of installing and maintaining, on an
annual basis, the r~maining classification in our priority lighting system. Should the City decide to
proceed with the i~stallation of' its most needed priority lights, that being priority. A, it will need a
333 percent increase over the existing $2,250 annual budget. This large percent ~ncrease is due to
the fact that the ex sting priority lights have no capital cost component to the City as they have been
installed by clevei¢ ,per .contributions. You might also observe that adding priority B and C to the
street lighting increases the total annual operational cost by approximately 50 percent over
operating the existing and priority A lights. The addition of priority D lights, which represent the
ultimate in the pricrity street lighting system by providing a street light at every intersection along a
collector and arter, al street, would roughly double the cost of installing the lights through priority
C. :

Recommendations:

The Road and Bridge Committee should reaffirm the existing, priority street lighting policy or direct
modifications asil deems appropriate. It is also recommended that the existing street lighting
policy be modifi~ to attach an implementation schedule and identify a funding source for the
implementation.

Finally, it is recommended that this case be forwarded to the Finance Committee for consideration.

Commission Act:ion:
Based upon discus ion.

Reviewed by:

City Administrator
Finance Officer
City Engineer

R&B: 6/14/94
