CASE #

RECE[VE FEASIBILITY REPORT ON 153RD/155TH AVENUE
MSA ROAD EXTENSION
· By: Steven J. Jankowski, P.E., City Engineer

Background:

In Fall 1993, the _~ity retained RLK Associates to prepare a feasibility study for the alignment of
the 153rd/155th A~enue connection between Variolite S~'eet and Armstrong Boulevard. A copy of
the draft feasibilil, y study is attached for your review. I intend to distribute copies of the final
feasibility study t~ both the Road and Bridge Committee and City Council at the Tuesday, June 14,
1994 meeting.

This feasibility st6dy has invest/gated three different proposed alignments for the construction of
this roadway. Om}~ of the,se align,m, ents will completely avoid any impact to the Protected Wetland
111P known as "/~eglund s Marsh '. Staff will be recommending pursuing this alternative as the
final design altemlative. In addition, a portion of RLK Associates' work was to develop a master
plan which would fmtegrate recreational opportunities with the design of the roadway. This issue is
also addressed in the feasibility report as are updated cost estimates for the project.
,,
Committee Action:

Staff is recomme~ading that the Road and Bridge Committee set a date for consideration and
selection of the tiff.al road alignment by the City Council at the July 26, 1994 meeting. This will
allow an opportunity for parties interested in this project to receive an executive summary of the
feasibility report Md have a thirty day period to study the report.

Reviewed by:

City Administrator
Finance Officer

RB :06/14/94
