Another issue of concern on the part of the citizens was the impact of drainage from this <br />roadway on Wetland #111P which is a landlocked water body. The consultants have <br />addressed this concern on page 7 of the report. Based upon their analysis, a 100-year <br />event would have an impact on the high water elevation by 0.03 foot, or approximately 1/3 <br />of an inch. Runoff from this roadway is proposed to be collected in two separate storn~ <br />sewer systems, each one outletting into sedimentation basins located south of 153rd <br />Avenue N.W. These basins would provide treatment to enhance water qualily prior to <br />discharge into the wetland. <br /> <br />Concern was also expressed for the protection of the Blandings Turtle, which Wetland <br />gl 14 is acknowledged to be a likely habitat for this State-threatened species. In comments <br />from the DNR concerning protection of the turtle, it was recommended that a chain link <br />fence be installed to prevent turtles from crossing the roadway. It is Staff position that the <br />chain link fence, while being effective in preventing turtles from entering the roadway, <br />would be a high maintenance, poor aesthetic solution. It is proposed that a short retaining <br />wall be constructed along the area where the proposed roadway comes closest to the <br />wetland. <br /> <br />Because of the number of comments received concerning the uniqueness and beauty of the <br />wetland, coupled with the fact that parkland has been dedicated along the perimeter of <br />Wetland #I 11P at other locations, the consultant was asked to develop a master plan <br />incorporating a trail system to create a passive recreational focus for the area. A nail master <br />plan is presented in Figure 6 of the report. Plans for the alignment of the roadway are <br />illustrated in the report in Figures 9 through t 1. These figures allow the alignment of the <br />roadway to be reviewed relative to existing roads, tree lines and the wetland. Attention has <br />been given toward preserving existing tree lines which border residential properties to the <br />north. <br /> <br />Figure 12 illustrates the land parcels which would be directly involved by property <br />acquisition for the construction of this roadway. Parcel #1, located on the southwest <br />corner of Armstrong Boulevard N.W. and 153rd Avenue N.W., may involve the vacation <br />of a small portion of right-of-way. In any event, the skewing of the road wild provide this <br />property owner with an additional distance from the roadway over what currently exists. <br />Parcel #4 involves the residents west of Armstrong Boulevar~t' N.W. The proposed <br />alignment would place a roadway closer to the existing residence than was previously <br />anticipated prior to skewing the intersection with 153rd Avenue N.W. However, the <br />roadway will meet all current zoning setbacks. Land acquisition will be required from a <br />total of five property owners as properties 5 and 6 are currently in the same ownership. A <br />summary of costs for the construction of this roadway is contained in Table 2 of the report. <br />Previous cost estimate for the project was $491,000. The revised estimate for the roadway <br />and the associated trail is estimated to be $726,000. The increase in costs over the original <br />estimate are due to several factors: the retaining wall to avoid incursion into the wetland <br />added $73,500, the trailway which cost $48,700 was not included in the original estimate, <br />the turtle barrier added $24,750, and storm sewer added $120,000 due to the flat street <br />grades requiring storm sewer down the length of the street. The balance of the cost <br />increase is because the length of the project was increased due to the necessity of skewing <br />the intersection at Armstrong Boulevard N.W. <br /> <br />Recommendations: <br /> <br />It is Staffs recommendation that City Council select Alternative C as the alignment for the <br />final design of the roadway. It is further recommended that the Council take the next step <br />toward construction of this roadway by authorizing Staff to negotiate with RLK, Inc. for <br /> <br /> <br />
