been found to have a continuous effect on vehicle speeds if they are used in groups and
spaced less than 800 feet apart. Speed humps do not cause the same problems for bicycles
and motorcycles that are experienced with speed bumps. There is also some maintenance
difficulties associated with the humps with regard to street sweeping and plowing,
however, they are not as severe as with the speed bumps due to their longer base. To be
effective, speed bumps need to be installed at intervals of less than 800 feet and the
installation of a single hump, including signing and pavement marking, is typical in the
range of $1,000 to $2,000. To provide such speed humps on Dysprosium Street N.W.
would therefore cost approximately $6,000.

Public acceptance of speed humps varies. The initial reaction from people living in the
immediate area of the installation is generally positive. In some cases, however, the
reaction has been found to become negative over a period of time. Those people who
produce through-traffic trips generaI}y have a negative reaction. In some instances,
communities which have installed speed humps have removed them.

In addition to these two specific requests included in the petition, several other ideas were
proposed by Ms. Hoeller when she presented the petition, it was suggested that
Dysprosium Street N.W. may be cul-de-saced. Dysprosium Street N.W. was constructed
as a part of the City's thoroughfare system of collector and arterial streets. It was
constructed with state-aid money and designed to higher standards than residential streets to
compensate for the additional traffic. In addition to negating its effect as a collector street,
causing significant additional travel and placing an increased traffic at the intersection of
Trunk Highway #47 and County Road #116, the City would also be required to return
MSA funds to the State. Serious consideration of proceeding with the cut-de-sac would set
precedent for similar requests on other sections of our thoroughfare system which also are
located through residential areas.

The installation of sidewalks was also suggested. Sidewalks are a very effective means of
separating pedestrians and motorists. The cost of sidewalk on one side of Dysprosium
Street N.W. would be approximately $25,000. Funding for the installation of sidewalk
could be financed through state aid funds or property assessments, or both.

Recommendation:

Staffs recommendation is that the accident history does not warrant any action at this time.

Council Action:

Based upon discussion.

Reviewed by: Copies also distributed to:

City Engineer
City Administrator
Police Chief
Finance Officer

City Attorney

CC: 07/26/94

,/jmt

/sO
