NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 10. 11. 12. That the Applicant appeared before the Planning and Zoning Commission for a public hear/ng pursuant to Section 9.03.04 of the Ramsey City Code on July 5, 1994 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is located in the B-3 Highway Business District and is approximately 4 acres in size. That the Applicant is proposing to place a 12' x 54' (648 square foot) portable office structure on the subject property. That the Applicant has stated that the purpose of the temporary structure is to provide office space on the subject property until the £n'e damage to the principal building that occurred on June 14, 1994 is repaired. That utilization of temporary structures is not a permitted use in any zone in the City of Rarnsey without a special permit. That the Applicant has stated that the temporary structure will be kept on the subject property for approximately 6 months to allow sufficient time to reconstruct the pr/ncipal building. That the properties to the south, west and east are also zoned B-3 Highway; the property on the north side of the Burlington Northern railroad tracks is zoned Business Warehous. That the proposed temporary, structure has already been located on the site and the AppLicant has deposited a $500.00 financial g-uarantee with the City to ensure timely removal of the structure in the event the permit application is denied or upon the expiration date of the permit. That the proposed temporary structure will not increase traffic to or from the subject property because it is not an enlargement of the facility but rather a tempora_D, replacement of existing office space lost in the fire. That the proposed tempora.ry structure will not ly~ unduly dangerous or de,mental to persons residing or working in the area. That the proposed temporary structure will not impair the use of surrounding properties. That the proposed temporary structure will be maintained so as to be appropriate in appearance with the character of the general area.
