John Peterson <br />Good Value Homes <br />9445 East River Road N.W. <br />Coon Rapids, Mn 55433 <br /> <br />Re: Request for final plat review of Chestnut Hill 5th Addition <br /> <br />Dear Mr. Peterson: <br /> <br />We have received you submittal for what is to be representative of the final plat of <br />Chestnut Hill 5th Addition. The document consists of one sheet dated received by <br />the City on Jul), 13, t994. We offer the following comments: <br /> <br />General; The recent amendments to wetland regulations have necessitated <br />redesigning the western portion of 145th Lane to avoid constructing a road <br />through the wetland. <br /> <br />Number of Lots: In accordance with the preliminary, plat of 1990 and the <br />revisions thereto in !993 and 1994, the number of lots proposed is 17. <br /> <br />Lot Sizes: All lots in the 5th Addition meet the minimum area and <br />dimensional requirements. <br /> <br />Streets. The new street layout proposed for ]45th does accomplish the <br />goal of providing convenient access to Sunwood Drive for traffic generated <br />along 145th Lane while minimally impacting the wetland. However, the <br />ne,,,,, alignment does create a remnant of property on the west side of 145th. <br />it is our understanding that Good Value Homes will be acquiring property <br />from the adjacent property owner to the west, Mr. Ben Deemer, to allow for <br />the creation of 3 tots on the west side of 145th. <br /> <br />Gradint and Draina~oe: It will be necessary to fitl a small portion of the <br />wetland to accommodate this phase. Because the area of filling is less than <br />400 square feet, an exemption from providing a replacement plan could be <br />anticipated. However, the Developer must apply to the Lower Rum River <br />Water Management Organization for an exemption from the wetland <br />conservation act. A plan for the gading and drainage must be submitted. It <br />might be anticipated that drainage will be directed to the wetland. <br />Sedimentation should be provided pr/or to discharge into.this wetland. A <br />hydrological analysis should be prepared on the runoff impact of the project <br />on the wetland. If the bounce of the water level from a runoff event is <br />significant, an outlet from the wetland to Sunfish Lake may be required. <br /> <br /> <br />
