cAs #/,9 <br /> <br />By: Zoning <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; <br /> CASE OF ANOKA RAMSEY SPORTS CENTER <br />~.dministrator Sylvia Frolik and City Administrator Ryan Schroeder <br /> <br />Background: <br /> <br />John Noard of the Anoka Ramsey Sports Center at 6760 Hwy. #10 N.W. is requesting site plan <br />approval to expand the accessory storage building on the property. <br /> <br />The following items are enclosed: <br /> <br /> a) Site location map <br /> b) Si~e plan <br /> c) C{ty Staff review letter dated June 30, 1994 <br /> d) Proposed Site Plan Development Permit <br /> <br />Observations: <br /> <br />When the RivenWick development was platted, the City determined that Feldspar Street N.W. <br />should be realig ~.~d. This MSA street was not completed at that rime due to the expense of that <br />section of roadwity. As you can see by the site plan presented, the configuration of the Anoka <br />Ramsey Sports ~..enter parcel is changing. Ivan Schwartzman has deeded the remnant parcel <br />created by abandoned Feldspar right-of-way to the City. The City is proposing to deed the <br />property to John ~qoard for the purpose of expanding his off-street parking and maneuvering area. <br />As compensation ifor property received (estimated at a value of $20,000), Mr. Noard will pave the <br />new section of F~ldspar Street N.W. from Rivenwick to Highway 4/10. The Engineering estimate <br />of this project plt/s site work associated with it is $39,134.. 'Therefore, in addition to the land, tax <br />increments (as opposed to MSA funds) are proposed to cover the $19,124 shortfall in the land <br />exchange. <br /> <br />The proposed site:plan meets all of City Code requirements with respect to lot coverage, setbacks, <br />number and design of off-street parking spaces and loading areas, landscaping and architectural <br />standards. Areas iaeeding to be addressed include amount of accessory building space allowed in <br />the B-3 Highway Business District and site drainage. <br /> <br />Accessory building space in the B-3 Highway Business District is restricted to 30% of the goss <br />floor area of the principal building unless otherwise approved by City Council. Mr. Noard's <br />principal building is 10,500 square feet in size. With the proposed expansion to the storage <br />building, Mr. Noatd's accessory building space will be 12,000 square feet. In lieu of the fact that <br />the intent of the expansion is to reduce or eliminate outside storaee of inventory on the property, an <br />activity which is no longer permitted in the Highway business df'strict, City Staff and the Planning <br />Commission recommend that the accessory building space be allowed to exceed standards <br />established in CityiCode. <br /> <br />The site currently contains one access onto Riverdale and one onto Feldspar; the site plan proposes <br />an additional acceg. S onto Riverdale. After the expansion, it doesn't appear that the existing access <br />onto Riverdale wilt serve any particular function and Staff recommended elimination of it. In their <br />review on July 5, !1994, the Planning Commission was of the opinion that two accesses onto <br />Riverdale could be a benefit and recommended that Mr. Noard be allowed to retain the existing <br />access onto Riverdltle after the new one is consnmcted. <br /> <br /> <br />
