Chairperson Bawden recessed the regular Planning Commission meeting at 8:45 p.m. Chairperson Bawden called the regular Planning Commission meeting back to order at 8:56 Case #4: Review Status of Updates lo Land Use and Transportalion Elements of the Comprehensive Plan Mr. Steven $chwanke, RLK Associates, presented the transportation issues which reached consensus at. the special Planning Commission meeting of May 19, 1994. He displayed the proposed land uses for each of the figures presented. Mr. Schwanke commented that the land use figures are only conceptual in nature, thus allowing discussion with the community on the desired uses for the land. He explained that as it becomes appropriate to the City, it will need to take a closer look at 'the issues, Commissioner Deemer pointed out that Figure #6 needed to have Armstrong Boulevard N.W. connect with U.S. Highway #10. Commissioner Hendriksen favored the County Road #116 bridge/U.S. Highway #10/Puma Street interchange outlined in Figure #6, and suggested using the same in Figure #7. Mr. Schwanke inquired about the next step in this planning process, and Chairperson Bawden stated it would be appropriate to have a joint meeting with City Council wherein the consultants present the bat:kg'round of the process thus far. Zoning Administrator Frolik stated she would like to see the Planning Commission take a closer look at land us~. She reported that the City has too much commercial and industrial zoning and not enough residential scenarios presented with the favored u'ansportation configurations. Mr. Schwanke agreed that the issue of needing additional single family residential has been raised, and the City needs to decide where it wants this to occur. He also noted that the City needs to look at a split between single family and multi-family residenti',:fl Commissioner Deemer noted that some residents would rather have higher taxes than have multiple family residential, and this will probably be addressed at the public hearing. Mr. Schwanke stated there is a ~owing move towards the law requiring diversified housing. He added that if the diversity of factories, businesses, etc. is desired, then diversified housing is needed also, and it makes sense to plan for it. Chairperson Bawden felt that the land uses depicted were agreeable, and if and when the City runs out of residential land, it will then need to deal with a rezoning. Commissioner Deemer noted that the market will drive the demand for land use, and Chairperson Bawden added that the City should not try to drive the market. Ms. Frolik informed the Commission that the City needs to know the zoning to plan the infrastructure. City Engineer Jankowski stated it is especially important for the water infrastructure, which will obvious!3, be done before this entire area is developed.
