This case includes only rough cost estimates for each of the alternatives identified. These
costs are iniended to provide an overview of the relative cost of possible measures which
the City cotjld undertake to mitigate the drainage concerns presented by Mr. Hendriksen.
An an.alysi~ of the difference in high water elevations between the existing drainage
scenario ana one in which a ditch and outlet from Wetland #656 would be complex and has
not been made. None of the alternatives above can guarantee that high water will not be a
future problem.

Another option not expressed was suggested by Mr. Hendriksen. The "do nothing"
alternative, if proposed, results in a taking of property, ff this is true, the "taking" would
have a value related to the "easement" for storm water retention and any diminution of
property vaiue resulting from the property severance created by the easement. The extent
of the validity of this position should be addressed by City Attorney Goodrich.

Council A~ction:

Based upon discussion.

Reviewed by:

City Engineer
City Adrrfinistrator
Finance Officer
City Attorney

CC: 08/09/94

/jmt
